Confidentiality of Patron Records

  1. Tiffin-Seneca Public Library treats its patron database, circulation records, and other records associating patrons with specific materials or information seeking patterns as confidential (Ohio Revised Code 149.432).
     
  2. Confidential patron records may only be used internally and only for the purpose of administering the Library or to document and report criminal activity.
     
  3. The Library does not release confidential patron records or disclose any patron information except when it receives:
    • A parent's, guardian's, or custodian's request.
    • A court order.
    • A law enforcement official's request in an exigent circumstance.
    • The patron’s consent to release the information.
       
  4. Except in cases of a law enforcement official acting in exigent circumstance, all requests to release such records must be referred to the Director.
     
  5. Before the Library will release a minor's confidential records to a parent, guardian, or custodian, that person must show proper identification to verify the relationship. In some situations, a court order verifying their role with regards to the minor may be required.
