- Tiffin-Seneca Public Library treats its patron database, circulation records, and other records associating patrons with specific materials or information seeking patterns as confidential (Ohio Revised Code 149.432).
- Confidential patron records may only be used internally and only for the purpose of administering the Library or to document and report criminal activity.
- The Library does not release confidential patron records or disclose any patron information except when it receives:
- A parent's, guardian's, or custodian's request.
- A court order.
- A law enforcement official's request in an exigent circumstance.
- The patron’s consent to release the information.
- Except in cases of a law enforcement official acting in exigent circumstance, all requests to release such records must be referred to the Director.
- Before the Library will release a minor's confidential records to a parent, guardian, or custodian, that person must show proper identification to verify the relationship. In some situations, a court order verifying their role with regards to the minor may be required.
